SAN CLEMENTE ISLAND, Calif. – Today, the U.S. Environmental Protection Agency (EPA) announced a Federal Facility Compliance Agreement (FFCA) with the Navy whereby the Navy will complete major upgrades to the wastewater treatment plant on San Clemente Island.
